Yeah there seems to be, cause for a long time it was gone for me, but ever since I started using this site again it has poped up, so there must be a requirement of some sorts to see the sb.

Only requirement to see and use the CB is that you must be a registered user who has confirmed his/her email address and that you don't have a ban or too many infractions against your name.
